Schmoker in my school

I failed to directly mention how Schmoker's revelations are relevent in my school. I do see a lot of examples of how teachers are not held accountable for their performance in class. Our school does feel it is imperative to always offer constructive criticism as no teacher can ever be completely perfect.

Why do you suppose that is? (and what can be done to improve the situation?)

I feel that the major problem that we are having is that teachers feel free and clear once they have received their tenure. Our district, historically, has not gone after teachers that do not perform and work their hardest. I think that many teachers have seen this historic inaction, and have developed malaise.
